TransFormWork 2
The TransFormWork 2 project seeks to promote human-in-command principles during the digital transformation, particularly through the use of AI, in workplaces across Europe. The project involves various partners from different countries, including Malta, Bulgaria, Romania, Cyprus, Italy, Ireland and Poland.
The primary objectives of the project are:
- To address the impacts of AI on work;
- To discuss how AI can be employed responsibly, maintaining human oversight and safeguarding human dignity;
- To assist workers in acquiring new skills necessary for the future economy
- To promote best practices and positive outcomes from social dialogue and collective bargaining related to AI.
The project will consist of national reports discussing local contexts, existing legislation, and strategies concerning the use of AI. It aims to develop guidelines for monitoring and managing AI at the company level and to support the adoption of new AI regulations at both national and European levels.

Final Comparative Report
This comparative report is the result of the TransFormWork 2 project, which examined how artificial intelligence and algorithmic management are reshaping work in seven EU countries: Bulgaria, Cyprus, Ireland, Italy, Malta, Poland, and Romania. The report assessed the extent of AI tool adoption in workplaces, how national laws and practices are adapting, and which gaps leave workers vulnerable. It considered AI’s impact on employment relations, worker dignity, skills development, and social dialogue, highlighting the importance of the Human‑in‑Control principle. Drawing on national case studies, comparative analysis, guidelines, policy briefs, and cross-country discussions, the project identified risks such as transparency issues, limited worker involvement, and psychosocial pressures, alongside positive practices such as training programmes and ethical AI agreements. Ultimately, the report supports social partners in creating fair regulations, enhancing collective bargaining, and supporting EU efforts to ensure the responsible deployment of algorithmic management that benefits both workers and employers.
Guidelines for Monitoring & Managing the AI at Company Level
This report presents case studies from seven countries to help identify guidelines for social partners to address the effects of digitalisation and algorithmic systems on working conditions. These case studies examine how companies have adopted new AI tools and how these adoptions have affected work, reskilling, and collective bargaining. The aim is to present new ways to safeguard workers’ rights, enhance regulatory processes, and prepare the workforce for the digital economy.
TIMELINE OF ACTIVITIES
08 May 2024 – TransformWork 2.0 First Meeting
During the first meeting which was held in Sofia, groundwork was established for two years of collaborative efforts. These included business seminars, consultative workshops, and thorough qualitative and quantitative desk research. The goal was to identify and exchange best practices for implementing AI in Europe’s digital transition toward the future of workplaces.



17 October 2024 – TransformWork 2.0 First Roundtable Conference
Fabio Bajada and Justine Cuschieri, Projects Coordinator and Support Executive at The Malta Chamber respectively, together with representatives from GWU and MBB, participated in the First European Round Table conference of the TransFormWork 2 project. During the conference, the desk research about national AI strategies, policies, and practices that the Maltese partner organisations researched was presented to the attendees.






01 April 2025 – TransformWork 2.0 Second Roundtable Conference
Fabio Bajada and Justine Cuschieri, Projects Coordinator and Support Executive at The Malta Chamber respectively, along with representatives from GWU, attended the Second European Round Table event as part of the TransFormWork II Project, which addressed the impact of AI in the workplace. During the event, Fabio Bajada gave a presentation about AI in Malta, where he discussed the current AI strategy, the ongoing process to revise the AI strategy, and an overview of the use of AI by Maltese enterprises.



21 May 2025 – ‘Ripple Effect of AI’ Roundtable Discussion
Artificial Intelligence (AI) has become a crucial resource in the workplace, greatly influencing the labour market. This topic was central to the National Discussion Forum organised by The Malta Chamber of Commerce, the General Workers Union, and the Malta Business Bureau as part of the TransFormWork 2 project, which aimed to investigate AI’s effects on society and employment, resulting in several important insights.


1 October 2025 – 3rd European Roundtable
The Malta Chamber proudly hosted representatives from seven European countries for the 3rd European Roundtable under the #TransFormWork2 project. In collaboration with the General Workers’ Union GWU and the Malta Business Bureau, the event brought together key voices to explore both the opportunities and challenges of AI in the workplace.

12 January 2026 – Transformwork 2 Partners’ Meeting in Cyprus
Anthea Aquilina, Police Executive, and Fabio Bajada, Projects and Policy Coordinator at The Malta Chamber, attended the Transformwork 2 partners’ meeting earlier this week. Together with partners comprising social partners from seven EU countries, they reviewed the results of the comparative report based on the seven national reports. The partners also discussed and agreed on common recommendations and a policy brief on the adoption of AI in the workplace, including safeguarding the human-in-common principle. Finally, the agenda for the planned final conference, which will be held in Sofia, Bulgaria, was discussed during the meeting.
